Finance Ministry Opens Public Input Window for Finance Bill 2027


The Federal Ministry
of Finance has issued a call for public input into the Finance Bill 2027,
inviting businesses, investors, professional bodies, civil society
organisations, academia and public institutions to submit proposals for reforms
to Nigeria’s fiscal framework.

In a notice released
by the Ministry, the government said the exercise is designed to gather
practical, evidence-based legislative and regulatory proposals that strengthen
fiscal management, improve the business and investment climate, and enhance
transparency and accountability in public finance.

The Ministry outlined
five broad areas for submissions:

  1. Taxation and Revenue
    Administration
    – covering tax policy, revenue mobilisation, compliance,
    taxpayer services, tax certainty, incentives, customs and excise, and
    coordination among revenue agencies.
  2. Fiscal Policy and
    Management
    – covering revenue and expenditure management, budgeting, public
    financial management, fiscal sustainability, public debt and intergovernmental
    fiscal relations.
  3. Fiscal Responsibility,
    Transparency and Accountability
     – covering budget discipline, financial
    reporting and disclosure, monitoring, and institutional oversight.
  4. Financial and Economic
    Regulation
    – covering capital markets, investment and cross-border capital
    flows, anti-money laundering, financial reporting, and other regulations with fiscal
    or economic implications.
  5. Other Related Matters – any law, regulation, policy or institutional arrangement requiring amendment,
    harmonisation or introduction to improve Nigeria’s competitiveness and economic
    governance.

According to the
Ministry, priority will be given to submissions that address gaps, ambiguities
or implementation challenges in existing laws; reduce unnecessary regulatory
and administrative burdens; improve ease of doing business; harmonise
conflicting or overlapping provisions; strengthen institutional coordination;
and improve revenue mobilisation without unduly constraining economic activity.

Contributors are
asked, as far as possible, to identify the specific law and provision they want
amended and to provide proposed drafting language, though the Ministry noted
that general recommendations are also welcome, even if less useful for
legislative drafting.

Submissions can be
sent to [email protected] or made
through an online form accessible via a QR code or at finance.gov.ng.

The Ministry has also provided a proposal template requiring details of the
contributor or organisation, contact person, sector/industry, state of
location, and a structured table capturing the issue, relevant law and existing
provision, proposed amendment, and justification and expected impact.

The submission window
closes on Friday, 11 September 2026.

The Ministry said it
values stakeholder contributions and is encouraging clear, practical and
implementable proposals capable of delivering measurable improvements in
Nigeria’s fiscal and economic outcomes.
