Michael Saylor Proposes a Digital Economy Policy Framework, Advocating for BTC Integration into Banking and Insurance


ChainCatcher report: Michael Saylor published a lengthy article titled “Prescriptions for Prosperity in the Digital Economy,” stating that artificial intelligence will significantly enhance the productive capacity of individuals and businesses, necessitating greater freedom to create, finance, own, and trade assets. He proposes establishing a “Digital Rights Bill” for digital assets, centered on granting individuals and businesses the right to create, issue, custody, transfer, and use digital assets, while providing foundational protections in financial privacy, asset ownership, and market access.

Saylor believes digital intelligence will spur the emergence of a vast number of new enterprises and advocates reducing the cost, complexity, and time associated with fundraising, while improving capital formation efficiency through mechanisms such as digital tokens. He proposes setting a goal of enabling 10 million new businesses to access financing, alongside clear issuance rules and risk-aligned disclosure requirements.

Regarding the digital dollar, Saylor advocates allowing banks, fintech companies, and technology platforms to compete more fully in developing digital dollar products and permits issuers to compete on yield. He argues that the U.S. can further expand the global reach of the dollar by enabling businesses to develop more competitive digital dollar products.

On Bitcoin, Saylor defines it as “digital capital” and supports permitting banks to custody Bitcoin under clear regulatory guidelines and use it as collateral for lending, while establishing viable pathways for insurers to include digital capital on their balance sheets and in product design.

He specifically highlights the Basel Accord’s application of a 1250% risk weight to certain crypto asset exposures, arguing that regulators should reassess capital requirements based on the actual risks and specific business activities associated with digital assets.
