Oxford Science Enterprises appoints life sciences head

OSE is an independent investment company and venture builder partnered with the University of Oxford that transforms academic research into commercial spinout businesses.

Dr Moore brings more than 20 years of biotech venture capital experience spanning North America and Europe.

He recently served as president of Boston-based MP Healthcare Venture Management, where he led strategic early-stage investments from scientific discovery through to exit.

His track record includes backing university spinouts before formal fundraising rounds, including Covagen, which was acquired by Johnson & Johnson, and Trimtech Therapeutics, a Cambridge-based company that raised £36 million in June 2026.

Jack Edmondson, chief investment officer at OSE, said: “Jeff is one of those rare investors who looks beyond the pitch deck to evaluate the underlying science.

“His deep roots in North American venture capital, combined with a willingness to back early, high-risk academic discoveries, make him ideal for this role.

“As Oxford continues to generate world-class spinouts, we’re delighted to have Jeff’s global expertise and leadership in Life Sciences at OSE.

“I also want to extend my thanks to Katya for her exceptional leadership in driving our Life Sciences portfolio forward, and I am delighted we will continue to benefit from her expertise as Advisor.”

Dr Moore, who holds a DPhil from Oxford and an MBA from the Massachusetts Institute of Technology, described the appointment as a ‘full-circle moment’.

He said: “Returning to Oxford, where I completed my PhD, feels like a full-circle moment.

“My passion has always been identifying ground-breaking academic science early and partnering with founders to translate those discoveries into commercial entities that transform patients’ lives.

“Oxford is unmatched in its potential for breakthrough platform technologies and novel therapeutic modalities.

“I look forward to partnering with exceptional founders and building strong bridges between Oxford’s spinout pipeline and global co-investors.”

OSE, which finds, funds, and builds transformational companies from the University of Oxford’s world-leading research, focuses on Life Sciences, Health Tech, and Deep Tech.

Dr Moore joins the organisation at a time of ‘strong momentum’ within its life sciences portfolio, following the recent acquisition of OSE-backed Dark Blue Therapeutics by Amgen in a deal worth up to $840 million.

He succeeds Katya Smirnyagina, who guided the Life Sciences team and portfolio through significant growth over the past five years and will continue with OSE as an Advisor.

During her tenure, Ms Smirnyagina oversaw significant growth across the portfolio.
