Nottingham to seek exceptional financial support

Nottingham City Council will ask the government for a capitalisation direction in order to balance its budget.

The city is the latest council to reveal that it plans to apply to the government’s exceptional financial support framework.

Nottingham has issued a section 114 notice in relation to a £23m budget gap. The government is expected to appoint commissioners, although the council has resisted this move.

An improvement and assurance board has been in place since January 2021.

In a statement today a spokesperson for Nottingham confirmed discussions with Department for Levelling Up, Housing & Communities had started. They said: “In practical terms this will be to seek permission to ‘capitalise’ revenue expenditure so that it is treated as capital expenditure and can be met from the council’s capital resources.”

Last week Middlesbrough Council’s 151 officer warned councillors that if the unitary does not seek exceptional financial support they will issue a 114 notice.
