City Announces New Commissioner of Infrastructure Services


David Simpson portrait photoAfter a rigorous selection process, Mayor Drew Dilkens, Windsor City Council and Chief Administrative Officer Joe Mancina are pleased to announce that David Simpson will take on the role as the new City Engineer/Commissioner of Infrastructure Services, effective July 8, 2024.

Mr. Simpson brings with him a wealth of experience and a proven track record in managing large-scale infrastructure projects. His municipal expertise and vision will be invaluable as we continue to develop and improve our infrastructure to meet the growing needs of our community.

Since 2017, Mr. Simpson has served as the Director of Public Works (Commissioner) at Oxford County (Regional Municipality) in overseeing the operation and management of over $3.2 billion of municipal infrastructure. Prior to 2017, he worked at Halton Region managing significant infrastructure growth, regional mobility, capital planning and municipal water resources. Mr. Simpson holds a Bachelor of Engineering Degree in Chemical Engineering and designations as a registered Professional Engineer of Ontario and Project Management Professional. He continues to be an active member of the Ontario Water Works Association, Ontario Waste Management Association, and Southwest Community Transit Association (executive member).

Mayor Drew Dilkens, along with Windsor City Council, would like to thank Mark Winterton for his ongoing assistance while we transition the infrastructure portfolio to Mr. Simpson. Mr. Winterton continues to be a vital source of knowledge and inspiration for the corporation and for the betterment of the residents of Windsor as he continues to share his over 30 years of infrastructure knowledge.
