Tenants and landlords asked to share views to council on property licensing scheme extension

The council is inviting private renters and landlords to share their views on private property licensing as it explores the case for more licensing schemes from 2025.

The council is consulting for two new five-year property licensing schemes.

The first is a selective licencing scheme that will operate across 20 of the 22 wards in the borough (excluding Endlebury, and Hatch Lane and Highams Park North wards). from 1st May 2025 after the current scheme comes to a close on 30th April next year. Under the scheme, privately rented homes that are rented to single households or no more than two unrelated people would require a Selective Licence.

The second is a borough-wide Additional Licensing scheme that would cover all eligible house in multiple occupation (HMOs) not within the scope of Mandatory HMO Licensing. The proposed start date of the scheme is 1st April 2025.
