Cambodia, Laos strengthen cooperation on public finance digitalisation


Ros Seilava, Secretary of State of the Ministry of Economy and Finance (MEF), and Phouvong Kittavong, Deputy Minister of Finance of Laos, Tuesday discussed strengthening cooperation and exchanging expertise on the development and implementation of the Financial Management Information System (FMIS).

The meeting was attended by Bou Vongsokha, Deputy Secretary-General of the General Secretariat of the Steering Committee of the Public Financial Management Reform Program (GSC), and the Laotian delegation in Phnom Penh on May 12.

During the meeting, Seilava, also the Secretary-General of GSC, and the Laotian Deputy Minister exchanged insights on reform approaches, technical operations, and key experiences related to institutional coordination, the promotion of transparency, and the strengthening of performance-based accountability, with a focus on the development and rollout of FMIS.

According to a GSC announcement, the discussion aimed to strengthen bilateral cooperation and facilitate the exchange of expertise on FMIS implementation as part of broader public financial management reforms in both countries.

The session also sought to advance digital transformation in the public finance sector between Cambodia and Laos, with participation from representatives of the General Department of National Treasury, the General Department of Budget, and the General Department of Information Technology for Public Financial Management under MEF.

The Laotian delegation’s study visit in Cambodia was described as an important contribution to reinforcing cooperation between the two institutions while supporting ongoing public financial management reforms in both nations to ensure systems become more robust, sustainable, transparent and aligned with international best practices.
