Stephens Public Finance Adds Beau Rees to Expand Texas Bond Underwriting


Stephens Inc. has hired Reagan C. “Beau” Rees, Ed.D., as vice president in Stephens Public Finance, adding a former Texas school district superintendent to expand the firm’s bond underwriting relationships across the state.

Rees will focus on developing underwriting opportunities in the Texas municipal finance market, drawing on more than 25 years of executive leadership in public education and direct experience with district budgets, bond elections, debt management and capital programs.

His appointment gives Stephens an executive who has spent much of his career on the issuer side of public finance transactions. Before joining the firm, Rees served for more than 20 years as superintendent of several Texas school districts, overseeing financial and operational decisions that included budgeting, debt management, bond planning and capital improvement programs.

“Beau brings a perspective that will resonate with Texas issuers because he has spent his career making the kinds of long-term financial and capital decisions they face every day,” said Leigh Ann Biernat, executive vice president and head of Stephens Public Finance.

In his superintendent roles, Rees worked with boards of trustees, financial advisors, legal counsel and community stakeholders on long-term district priorities. That experience included building support for projects requiring financing and navigating the governance and community engagement involved in public-sector capital planning.

At Stephens, Rees will apply that background to relationships with Texas issuers and their third-party municipal advisors. The firm operates as a bond underwriter in the state rather than serving as a municipal advisor, with its public finance business supporting financing for education, government and infrastructure projects.

“Having spent much of my career as a client of public finance firms, I understand firsthand how important responsiveness, clarity and trust are to a successful financing,” Rees said. “I am excited to join Stephens, bring an issuer’s perspective to the team and build relationships with Texas issuers and their municipal advisors.”

The addition is part of Stephens Public Finance’s continued expansion in Texas, where the firm has operated for more than 25 years. Rees’ background is particularly relevant to the education segment, where school districts regularly use the municipal bond market to finance new schools, renovations, technology, transportation and other long-term capital requirements.

Public school financing can involve multiple stages before bonds reach the market, including capital needs assessments, budgeting, debt capacity analysis, board approvals, voter authorization and coordination among issuers, municipal advisors, underwriters and legal counsel. Rees has participated in those processes from the district leadership side, giving him familiarity with the considerations that influence an issuer’s financing decisions.

That perspective is intended to complement Stephens’ existing underwriting capabilities. Rather than approaching school districts solely from a capital markets standpoint, Rees brings experience with the operating priorities, community expectations and governance requirements behind the projects being financed.

Biernat said Rees’ experience building consensus with boards, financial professionals and community stakeholders, along with his longstanding relationships across Texas, will support the firm’s effort to broaden its underwriting relationships.

Rees holds a Doctor of Education in Educational Leadership from Texas Tech University, a Master of Science in Educational Administration from Abilene Christian University and a Bachelor of Science in Political Science from Texas A&M University.

Stephens’ broader Texas operations include public finance, investment banking, wealth management and fixed-income services. The Little Rock, Arkansas-based company was founded in 1933 and provides financial services to corporations, state and local governments, financial institutions, institutional investors and individuals.

Stephens operates through businesses including Stephens Inc., Stephens Investment Management Group, Stephens Insurance and Stephens Capital Partners.

For Stephens Public Finance, Rees’ appointment adds an issuer-side perspective to its Texas team as the firm seeks additional municipal underwriting opportunities. His experience managing school district finances and capital programs positions him to work with public-sector borrowers from the early stages of project planning through the financing process.
