Morocco’s 2027 Finance Bill Plans 34,454 New Public Sector Jobs

Agadir – Morocco plans to create 34,454 new budget positions across government departments in 2027, according to the draft Finance Bill Economy, Finance and Public Performance Minister Fouzi Lekjaa presented to Parliament on Friday.

The Ministry of the Interior will receive the largest share, with 14,200 positions, followed by the National Defence Administration with 5,500 and the Ministry of Health and Social Protection with 5,400.

The draft legislation also allocates 2,460 positions to the Ministry of Economy, Finance and Public Performance, 1,920 to the Ministry of Higher Education, Scientific Research and Innovation, and 1,500 to the General Delegation for Prison Administration and Reintegration.

The bill authorizes the Head of Government to distribute an additional 500 positions among ministerial departments and public institutions, of which 200 will go to people with disabilities.

Beyond these allocations, the government plans to create 600 positions within the Ministry of National Education, Preschool, Vocational Training and Qualification, effective January 1, 2027.

These positions will support the regularization of the employment status of civil servants who hold a doctorate or an equivalent recognized qualification and have passed the competitive examination for entry into the body of teacher-researchers in education and training, in accordance with the applicable legal and regulatory framework.

As part of this process, the ministry will eliminate the positions currently held by the civil servants concerned that correspond to their status before regularization.

The 2027 Finance Bill also provides for 15,590 positions at Regional Academies of Education and Training (AREFs), primarily for teacher recruitment, as well as 2,600 positions for Territorial Health Groups (GSTs).

These allocations are part of the government’s planned public sector staffing for 2027, with substantial recruitment provisions for the interior, defense, health, education and other government services.
