This webinar will introduce the concept of how PPP can be used by developing countries as a financing approach as countries begin to develop their national plans on LRM. Specifically, the webinar will have a deeper look on the case of Togo’s Froid Vert Togo initiative.

Led by the Ministry of Environment and Forest Resources and the National Ozone Office with support from the Climate and Ozone Protection Alliance (COPA), Togo is developing a PPP model to establish a national refrigerant recycling facility. The initiative is designed to reduce and prevent emissions from obsolete RAC equipment, reduce emissions of fluorinated gases, and support compliance with the Montreal Protocol by embedding recovery and recycling within a structured national framework.

Togo is laying the groundwork for LRM by combining policy reform, institutional coordination, and innovative financing mechanisms in the early stages of development. The country has chosen to anchor its approach in the creation of a nationally coordinated recycling system supported by a public-private partnership (PPP).
