$54.7 million Silver Oaks rehab planned in East Tampa


TAMPA, Fla. — A long-troubled affordable housing complex in East Tampa is set for a major transformation.

This week, developer Fairstead announced a $54.7 million acquisition and rehabilitation of Silver Oaks Apartments, a 200-unit affordable housing community that has faced years of scrutiny over living conditions.

Residents and local leaders have previously raised concerns about mold, broken air conditioning, unsafe windows, and aging infrastructure. In 2022, tenants invited Spectrum News inside their units to document the conditions, prompting calls for federal intervention.

Now, Fairstead says it plans sweeping improvements across the property, including upgrades to individual apartments, building exteriors, shared spaces, and amenities.

The company also plans to expand resident services, adding programs like financial literacy workshops, health and wellness classes, and career training. Renovations will include upgrades to infrastructure and major building systems, with a focus on energy efficiency and long-term sustainability.

Despite those planned improvements, questions remain about how current residents will be affected during construction.

“I’m excited about the changes, but I’m also trying to figure out what that is going to look like for the residents,” said Earlishia Oates, a former Silver Oaks tenant. “Changes (are) what we’ve been asking for for years, but I don’t want the residents to be displaced.”

Because of the scope of work, apartments will need to be vacant during renovations. In a statement, Fairstead said it will work directly with each household to coordinate individualized temporary relocation plans.

The company emphasized that no residents will be permanently displaced and that those temporarily relocated during construction will return to fully renovated units once work is complete.

Fairstead says residents will be supported by dedicated relocation specialists to help guide them through the process, with ongoing communication and updates throughout each phase.

The project will be completed in phases, beginning in the second quarter of 2026, with construction timelines varying by building.

The company also says it plans to preserve long-term affordability at the property. Silver Oaks operates as a Section 8 community and is under low-income housing tax credit restrictions, with units reserved for households earning up to 60% of the area median income.

Fairstead representatives say they plan to meet with tenants this week to share more details about the renovations and answer questions.

Renovations will also include improvements to site infrastructure and critical building systems, with a focus on energy efficiency and sustainability across mechanical, electrical, and plumbing systems. These efforts are designed to strengthen long-term operations while delivering meaningful, lasting improvements for residents.

All renovation activities are conducted in strict accordance with the requirements and oversight associated with public financing. Because the scope of work requires units to be vacant during construction, our team works closely with each household to coordinate individualized temporary relocation plans tailored to their needs. Residents are supported by dedicated relocation specialists to ensure clear communication, timely updates, and a well-managed process from start to finish. Once renovations to apartments are complete, residents return home to a fully renovated unit. No residents will be permanently displaced, all residents who are temporarily relocated due to renovations will return to their homes once construction is complete. Our approach is designed to prioritize resident comfort, continuity, and access throughout the renovation.

Construction at Silver Oaks will take place in phases, beginning in Q2 2026, with timing and sequencing tailored by building and household. We will implement clear relocation protocols alongside proactive communication to ensure residents remain informed and supported throughout this process.”
