BTA :: Finance Minister Donev Appoints Director of Public Financial Inspection Agency


Plamen Veselinov Todorov was appointed director of the Public Financial Inspection Agency (PFIA) at Deputy Prime Minister and Minister of Finance Galab Donev’s proposal, the Finance Ministry said on Tuesday.

Todorov has extensive experience in public financial inspection and law, gained over many years at the Public Financial Inspection Agency and the State Agency for National Security.

He holds a master’s degree in law from South-West University Neofit Rilski in Blagoevgrad, awarded in 2007, and a bachelor’s degree in national security protection from the Academy of the Ministry of Interior in Sofia, awarded in 2003. He trained at the International Law Enforcement Academy (ILEA) in Budapest, Hungary, and completed internships at European institutions.

From November 1, 2003, to December 31, 2007, Todorov was an expert at the former National Security Service of the Ministry of Interior. From January 1, 2008, to January 31, 2017, he headed the Legal and Regulatory Affairs Department at the State Agency for National Security and served as the agency chair’s legal representative.

From February 1, 2017, to July 31, 2017, Todorov was a legal adviser in the Legal and Regulatory Affairs Directorate at the Public Financial Inspection Agency. From August 1, 2017, to February 18, 2026, and again from March 2, 2026, to date, he has headed PFIA’s Legal Directorate.

Between February 19, 2026, and March 1, 2026, Todorov served as PFIA director.

Outgoing PFIA director Ivaylo Ashkov has submitted a request to be relieved of his post, effective June 16, 2026.
