Troutman Pepper Locke Adds Reed Balmer As Partner In Private Equity And Investment Funds Practice


Troutman Pepper Locke added Reed Balmer as a partner in its Private Equity and Investment Funds Practice Group, strengthening the firm’s investment management and fund formation capabilities.

Balmer brings more than two decades of experience advising private equity, venture capital, and hedge fund managers.

He also works with independent sponsors, family offices, institutional investors, wealth managers, foundations, funds of funds, and foreign advisers.

Balmer joins Troutman Pepper Locke from Finn Dixon & Herling, where he led the firm’s investment management practice.

His work spans the full fund formation lifecycle, including investment strategy development, term sheets, governing documents, side letters, regulatory filings, and registration matters.

Balmer advises both established and emerging managers launching first-time and successor funds.

He also works with independent sponsors, club funds, promise funds, and other investment vehicles formed to raise capital for individual transactions.

His approach to structuring begins with the investment objectives and underlying assets of a fund before determining legal and economic terms.

That experience covers asset classes including private companies, real estate, and commodities.

Balmer also represents institutional investors and family offices making commitments to third-party private funds and co-investment vehicles.

His regulatory work includes developing and maintaining compliance programs for registered and exempt reporting advisers.

He also represents clients in SEC and state examinations and investigations, working with litigation counsel when needed.

Balmer has developed additional experience advising sponsors on capital formation, regulatory compliance, and succession planning.

The addition comes as Troutman Pepper Locke continues expanding its nationally recognized private equity platform.

The firm’s Private Equity and Investment Funds Practice advises on M&A, fund formation, growth equity investments, leveraged buyouts, recapitalizations, and exit transactions.
