ECB Speech: Tokenisation, Digital Euro, and Cross-Border Payments in Europe – News and Statistics

According to a speech published by the European Central Bank on June 15, 2026, Europe faces two simultaneous challenges in financial settlement: technological change and geopolitical pressure on financial infrastructure. The source draws a historical parallel to the fairs of Champagne eight centuries ago, where merchants from Flanders and Italy settled debts on paper without moving physical silver, creating an early common market that eventually faded as tolls rose and new sea routes opened.

Tokenisation and Settlement Infrastructure

The ECB notes that technology is reshaping how money and trades are settled, particularly through tokenisation. Currently, a single cross-border transaction passes through multiple separate record-keepers, each with its own ledger, leading to high costs and home bias. The Eurosystem points out that the European Union has 32 central securities depositories, compared to two in the United States. Tokenisation on a shared ledger could record ownership once and settle payment simultaneously with securities, with settlement terms embedded in the instrument itself.

The ECB states that without a credible, risk-free settlement asset, tokenised finance will remain fragmented. The central bank brought together over 60 industry participants, who indicated they will not issue digital assets at scale unless they can settle in central bank money. The ECB argues that no other asset is trusted and accepted by all, and that a token backed euro-for-euro cannot expand and contract with market needs.

In response, the ECB is launching the Pontes project this year to settle tokenised transactions in central bank money. A further initiative, Appia, aims to design a single European market for tokenised finance.

Retail Payments and the Digital Euro

The ECB highlights that cash remains the only public money individuals can hold, but as daily life moves online, Europeans risk losing that connection. The digital euro is intended to carry that connection forward as a euro issued by the ECB available to all. The ECB notes that Europe lacks a pan-European card scheme, with international schemes accounting for over 60% of card payments and 13 of 21 euro area countries having no national card scheme.

The digital euro would break the cycle where merchants do not adopt what few customers use and vice versa. Because of its legal tender status, it must be accepted everywhere, creating a payment instrument that works across the entire Union. Open technical standards would allow any provider to build on them and reach across Europe.

Cross-Border Payments

The ECB observes that sending money abroad remains slow and costly through chains of correspondent banks. US dollar-denominated stablecoins are positioning to fill that gap, though the ECB notes it remains to be seen whether their promise holds once end-to-end costs and compliance standards are considered. The G20 has placed cross-border payments at the centre of its reform roadmap.

The Eurosystem is interlinking its instant payment system, TIPS, with others. A link to India’s UPI, the world’s largest instant payment system, is being built. Connections to the Nexus Global Payments network in South-East Asia and to Switzerland’s SIC IP system are in advanced stages of analysis.

International Role of the Euro

The ECB argues that the euro’s international role has been held back by fragmentation: shallow markets and divided infrastructure. A deep, integrated market anchored in trusted public money would make the currency more attractive globally. The ECB calls on the market to invest in technology and agree on shared standards, and on governments to provide legal certainty through a common framework for digital assets, warning that without such a framework, fragmentation will be rebuilt in law.
