Agriculture ministry invites public views on 2027/28 to 2029/30 budget proposals

Farmers, agribusinesses and other players in Kenya’s agriculture sector have been invited to submit their views on how the ministry should prioritise spending over the next three financial years.

According to a notice posted on MyGov on Tuesday, August 25, 2026, the call has been issued by the State Department for Agriculture, which falls under the Ministry of Agriculture and Livestock Development headed by Cabinet Secretary Mutahi Kagwe.

Members of the public have until September 11, 2026, to submit views on the proposed budget requirements for the 2027/28 to 2029/30 financial years.

The process gives farmers and other stakeholders an opportunity to raise issues affecting the sector and propose areas they want considered in the allocation of public funds.

Four areas identified

The State Department said its draft budget requirements had been developed in consultation with key stakeholders and cover four main programmes.

They include general administration, planning and support services, crop development and management, agribusiness and information management, and agricultural research and development.

The proposed allocations and expected outputs are contained in the Programme Based Budget report for the agriculture subsector for the three-year period.

The report is available through the Ministry of Agriculture and Livestock Development for members of the public to examine before submitting their views.

“The Government of the Republic of Kenya has initiated the process of development of FY 2027/28-2029/30 medium-term budget,” the State Department said.

The department said the process is anchored in Article 201 of the Constitution and Section 35(2) of the Public Finance Management Act, which require openness, accountability and public participation in financial decision-making.

Farmers invited to speak

The Principal Secretary for the State Department for Agriculture has asked members of the public and interested stakeholders to submit memoranda on the proposals.

The submissions could allow farmers and other sector players to raise concerns about proposed priorities and highlight areas requiring greater attention in the coming budget period.

Views can be submitted electronically or in writing before the September 11 deadline.

Written submissions should be addressed to the Principal Secretary, State Department for Agriculture, Kilimo House, Nairobi.

The public participation process will form part of the development of the medium-term budget covering the three financial years.
