Al-Burhan Offers Putin Red Sea Gateway, Gold and Copper Mining, Free Economic Zone: 11 outlets compared

Burhan offers Red Sea zone

Abdel Fattah al-Burhan offered Russia access to investment opportunities in Sudan’s strategic Red Sea corridor, gold and copper mining, and proposed Russian fuel and grain storage facilities during bilateral talks with Vladimir Putin in Moscow on the sidelines of the Third Russia-Africa Summit. Al-Burhan told Putin, “Sudan can provide Russia with a gateway to the Red Sea,” as he framed the proposals around Sudan’s need for foreign capital to rebuild an economy devastated by more than three years of civil war between the Sudanese Armed Forces and the Rapid Support Forces. Putin described Sudan as an “important Russian partner in Africa and the Arab world,” and said bilateral trade more than doubled in 2025 and grew by another 25% between January and August 2026.

Al-Burhan also proposed establishing a free economic zone on the Red Sea coast that would allow Russia to store fuel and grains, while he suggested Russian companies participate in developing Sudan’s railway network and transport infrastructure. The meeting ended without any signing of agreements, and the published accounts described the proposals as subject to further negotiations rather than finalized deals.

Roadmap and political demands

Putin handed the Sudanese leadership a “roadmap for promising areas of cooperation,” and he described cooperation areas that included digital development, healthcare, education, logistics services, and industry. Al-Burhan emphasized that peace “must be entirely Sudanese” and said the Sudanese government was working toward a civilian democratic transition through Sudanese-Sudanese dialogue followed by elections with regional and international monitoring. Putin also called for an end to hostilities and a political settlement in Sudan, and he said Moscow was studying possible ways to contribute to de-escalation.

Radio Tamazuj said Burhan proposed a planned extension of the network from Port Sudan towards Chad as part of railway infrastructure development, while Putin said Russia had allocated 100 state-funded university places for Sudanese students this year, with the number expected to increase to 140 next year. The accounts also tied the talks to the wider conflict, with Radio Tamazuj saying the war had continued for more than three years and that the number of refugees and internally displaced people had exceeded 13 million, citing Russian estimates.

No deal, but leverage at stake

The Kremlin-linked accounts portrayed the meeting as a declaration of intent rather than a deal, because no agreement, price, timetable, or financing mechanism was published and Moscow did not announce acceptance of Sudanese offers. Al-Burhan’s proposals centered on granting Russia specific sites for investment in copper, gold, and other minerals, and on a free economic zone on the Red Sea where Russia would establish facilities for storing fuel and wheat. The accounts also described logistics ambitions, including an extension of the line from Port Sudan toward Chad, and they said Russian participation would be sought in developing Sudan’s railway network and creating logistic chains for moving goods.

Putin’s response included trade figures, with one account saying bilateral trade more than doubled in 2025 and grew by an additional 25% between January and August 2026, while another account said Russia was among Sudan’s partners in the Arab world and Africa. The sources framed the stakes around Sudan’s war-driven humanitarian crisis and infrastructure damage, with one account saying the conflict had killed tens of thousands and displaced about 13 million people, and with another saying the meeting offered a pathway for economic and strategic influence without any finalized implementation terms.
